Project Allocations - 2001

The algorithm used to compute each affiliated fair's allocation to the 2001 California State Science Fair was changed from that used in previous years in two important ways. In recognition of this fact, we have also adjusted the weights assigned to each of the algorithm's input criteria in order to minimize disruption to our affiliates. The changes are

  1. Quality of projects is now measured by the percentage of projects from each affiliate which win category awards, instead of their total count as used in previous years. The old method erroneously reduced allocations to affiliates with small allocations.
  2. The baseline number of allocations is now set at a specific number and is assigned to those affiliates whose allocation would be less than this number by the standard algorithm. Previously the baseline was given to all affiliates, and the rest of the allocation algorithm added to that number.

The California State Science Fair has established 921 as a nominal target number for the 2001 project allocations. This number is based on our experience with the results of allocations in the previous three years, and does not indicate a desire to raise the size of the Fair to this level. Rather, built into this number is the assumption that there will be a fraction of allocations statewide which are not utilized. One affiliate's unutilized allocations will not be reassigned to another.

The fractions of the total allocations which derive from each of the previously established criteria (population, previous participation and category awards, and a baseline to protect small affiliates) have for 2000 been established as given in the following table.

The allocations computed from the policy specified above is given in the next table. For your reference, the values used for each of the three input quantities are also included, as well as the year 2000 allocations and the actual number of projects participating in 2000. Allocations for 2001 are rounded (up or down) to the nearest integer.

The total of all allocations, 918, differs from the target number of 921 owing to roundoff. Each affiliate's computed allocation was rounded up or down to the nearest integer.
